Monitoring human rights and the rule of law in Europe

Hungary

The Jászsági Polgárjogi Szervezet (JPS) is visiting forty rural Roma communities in 2008-2009, in order to raise awareness among Roma parents about the importance of quality education, uncover cases of discrimination, and build partnerships between local administrative and civil organisations and the marginalised groups. The findings and recommendations of the Equal Access to Quality Education for Roma report, summarized in a brief brochure, are the basis for the discussions during these "Open Day" activities. A survey is undertaken locally to "frame" the presentation and the dialogue with the community.

Project description

If the access of Roma to quality education is to be improved across the country, it is vitally important that the small rural Roma communities , are also aware of their children’s disadvantage at school and the potential drawbacks of their children leaving school without having obtained useful skills. These communities, which have less access to national media and the electronic Roma media, should also be given the opportunity and tools to participate in the burgeoning national debate on school segregation.

Mr László Kállai and the Jászsági Polgárjogi Szervezet (JPS) have therefore undertaken the project “Come and See”. Between March-October 2008 and March-June 2009, the JPS is visiting three rural settlements per month, for a day and a half each. During these forty visits a number of activities and debates are undertaken with both children and adults. These “Open Day” visits are open to anyone, regardless of whether the participant belongs to a discriminated group or is simply interested in the issue.

During these encounters the findings and recommendations of the 'Equal Access to Quality Education for Roma' report on Hungary are discussed and debated. A four page leaflet in Hungarian, specifically designed for these visits, summarises the monitoring findings and recommendations. It is distributed and discussed during each visit.

List of locations visited and dates

The visits have three main aims:

  • To raise awareness and provide information locally about discrimination ;
  • To uncover cases of discrimination, especially in regards to school segregation;
  • To generate a dialogue between the local administrative, scholarly, civil and social organisations and the marginalised groups and build partnerships against discrimination on the local level.

A survey taken locally is used to “frame” the presentation and the dialogue with the community (see the questionnaire). The responses are also used to create a “social map” of the Roma communities that are visited.

This project has also received financial support also from the Chance for Children Foundation and the Polgar Foundation.
