Equal Access to Quality Education for Roma - Poster - Small

Despite years of governmental promises, Roma children in many European countries remain excluded from quality education. Segregated into Roma-only classes or schools, wrongly shunted into special schools for children with intellectual disabilities, crowded into decrepit classrooms and let down by teachers' low expectations, Roma children face serious challenges to complete even basic education.

Roma are Europe's largest minority and a key part of its future. Unless European leaders live up to their promises, Europe will pay dearly for losing another generation of Roma children to discrimination and neglect.

This is the situation of Roma children in education as detailed in the series of EUMAP monitoring reports on Equal Access to Quality Education for Roma. The monitoring project was established in 2005 and is carried out in co-operation with the ESP (Education Support program) and RPP (Roma Participation Program) of the Open Society Institute. It follows up on previous EUMAP reports on Roma in eight Central and Eastern European countries and Germany in 2001-2004.

Two volumes of reports and a summary report were published in 2007, covering eight of the countries involved in the Decade of Roma Inclusion 2005-2015 and an international overview. All country reports were translated in national languages in 2007-2008.

The report states that use of nationalist rhetoric increased in Bosnia and Herzegovina and the country continued to be deeply divided along ethnic lines. Despite some progress, impunity for war crimes committed during the 1992-1995 war continued. Lesbian, gay, bisexual and transgender people were subjected to attacks and the measures undertaken by the authorities to respond to such attacks remained inadequate.

Amnesty International Report 2009: Bulgaria 2009-05-28 · Amnesty International (AI) Amnesty International’s Report 2009 evaluates the human rights situation throughout 2008 in Bulgaria. The report points out that asylum-seekers continued to be detained for months and even years, and were denied protection. Discrimination against minorities persisted. Lesbian, gay, bisexual and transgender (LGBT) people continued to experience violence and intolerance. Reports of ill-treatment by law enforcement officials were received throughout the year.

Amnesty International Report 2009: Croatia 2009-05-28 · Amnesty International (AI) Amnesty International’s Report 2009 evaluates the human rights situation throughout 2008 in Croatia. The report affirmes that despite slow progress in prosecution of war crimes committed by members of the Croatian Army and police forces against Croatian Serbs and other minorities during the 1991-1995 war, the country continued to move towards full integration with the EU. Physical attacks and intimidation of journalists increased.

Amnesty International Report 2009: Czech Republic 2009-05-28 · Amnesty International (AI) Amnesty International’s Report 2009 evaluates the human rights situation throughout 2008 in Czech Republic. The report underlines that the government again failed to implement adequate anti-discrimination provisions. The Roma continued to experience discrimination, particularly in accessing education, housing and health, as well as threats of attacks by far-right groups. There were concerns over inhuman and degrading treatment of people with mental disabilities.
