Methodology

How we work

All EUMAP reports are based on a detailed methodology prepared by experts. This covers aspects such as the legal framework and its implementation at both the international and national level, including relevant EU legislation. Government policies and programmes are also included. The methodlogies are used as a template for preparing the country reports and are fully accessible on the EUMAP website.

Country reports

For each country monitored, a country reporter is selected to prepare a draft based on the methodlogy. The country reporters are usually nationals of the country and most have links to national NGOs or academic institutions. All reporters have significant experience in the area monitored.

Report partners

As a programme of the Open Society Institute (OSI), EUMAP works closely with other OSI programmes, with the Soros foundations in the countries monitored and also with a wide range of NGOs. Report partners provide the crucial link at the local and national level and ensure that the reports have a real impact in the longer term, following publication of the reports.

Publishing

English language volumes contain all the country reports plus an overview section. The overview draws together the main findings across all the countries monitored as well as an analysis of international standards. In both the country reports and the overview section, clear recommendations are made at the national and international levels. Each country report, together with the overview section, is also published separately in translation into the national language.

Report launches

Launches presenting the reports to civil society, decision makers and the media are held both in international locations (usually Brussels) and in each of the countries monitored.

The report underlines that no progress was made on implementing safeguards against torture and other ill-treatment, as requested by regional and international human rights bodies. The authorities failed to protect the rights of asylum-seekers and migrants.

Amnesty International Report 2009: Bosnia-Herzegovina 2009-05-28 · Amnesty International (AI) Amnesty International’s Report 2009 evaluates the human rights situation throughout 2008 in Bosnia-Herzegovina. The report states that use of nationalist rhetoric increased in Bosnia and Herzegovina and the country continued to be deeply divided along ethnic lines. Despite some progress, impunity for war crimes committed during the 1992-1995 war continued. Lesbian, gay, bisexual and transgender people were subjected to attacks and the measures undertaken by the authorities to respond to such attacks remained inadequate.

Amnesty International Report 2009: Croatia 2009-05-28 · Amnesty International (AI) Amnesty International’s Report 2009 evaluates the human rights situation throughout 2008 in Croatia. The report affirmes that despite slow progress in prosecution of war crimes committed by members of the Croatian Army and police forces against Croatian Serbs and other minorities during the 1991-1995 war, the country continued to move towards full integration with the EU. Physical attacks and intimidation of journalists increased.

Amnesty International Report 2009: France 2009-05-28 · Amnesty International (AI) Amnesty International’s Report 2009 evaluates the human rights situation throughout 2008 in France. The report underlines that allegations of ill-treatment by law enforcement officials, including at least one fatal incident, continued to be made. Procedures for investigating such incidents and bringing those responsible to justice continued to fall short of international standards.
