BULGARIA - Television across Europe: Regulation, policy and independenceDespite major reforms, the Bulgarian broadcasting industry still faces problems, particularly concerning the full implementation of EU media standards and guidelines. Broadcasting legislation is largely inadequate, and policies on new technologies have yet to be developed. The public broadcasters and the broadcasting regulatory authority still suffer from a lack of political independence, while in the commercial broadcasting sector there is a lack of transparency on media ownership and capital. These are the main findings of the Bulgarian country report included in the monitoring series Television across Europe: regulation, policy and independence. The country report was produced by the Open Society Institute (EUMAP and Media Program) in cooperation with the Open Society Foundation – Sofia, and released in Sofia on 9 December 2005. The monitoring series Television across Europe includes a total of twenty country reports. Each report makes concrete recommendations addressed at bringing the television sector into line with international standards, and with citizens’ needs. She has a Master’s degree in Law and a Master’s degree in European integration from St. Kliment Ohridski University of Sofia. She has worked as Public Policies and Outreach Director at the Democracy Network Program (DemNet) of the United States Agency for International Development. She was also the Executive Director of Transparency without Borders Association, the national branch office of Transparency International. Ms. Kavrakova is leading the analytical and research activity of the Group for European Prognosis and Research. She also chairs the Board of Trustees of the Media Lawyers Support Group Foundation.
