Access to education and employment for people with intellectual disabilities

"Rights of people with intellectual disabilities: access to education and employment in Slovenia", a new report produced by the Open Society Institute, reveals that people with intellectual disabilities in Slovenia face limited education and employment opportunities mainly due to outdated legislation.

The monitoring report was produced by the Open Society Institute (EUMAP and Mental Health Initiative) in cooperation with the Association for Theory & Culture of Handicap (YHD). It is part of a series of fourteen country reports on the rights of people with intellectual disabilities in Europe. The reports monitor the degree to which existing international standards and national legislation are heeded and applied. Each report contains a list of concrete recommendations for improving policies, and ensuring the implementation of these policies in practice.

Darja Zaviršek and Špela Urh will be working together on the report for Slovenia. Darja is an associate professor at the School of Social Work, University of Ljubljana, and a researcher at the Institute for Criminology of the University of Ljubljana’s Law Faculty. She has published work in the fields of women’s rights, the rights of minorities, and mental health. She was the reporter for 2002 EUMAP report ''Minority Protection: Slovenia''. Darja received her doctorate from the Faculty of Social Sciences at the University of Ljubljana. Špela Urh is a researcher and assistant at the Faculty for Social Work of the University of Ljubljana. She was an assistant on EUMAP’s 2002 report ''Minority Protection: Slovenia''.

Association for Theory & Culture of Handicap (YHD)

The members of the YHD are handicapped people, who believe in the principles of independent living and act by them. As the YHD states: "We do not fall for the "healthy life" rhetoric and the logic of custody and care. We avoid patronizing practices of charity and pity, and most of all, we don't allow for somebody to assume the right or feel entitled to speak on our behalf, instead of us or in our name. We understand handicap as a social status, assigned to anyone who in a certain moment or in a certain society falls outside existing definitions and accepted norms. A handicapped person can find him or herself in social relations, which push him or her into and keep him or her in a deprivileged position. Therefore, one must surpass such relations."
