ESTONIA - Rights of People with Intellectual Disabilities: Access to Education and Employment
"Rights of people with intellectual disabilities: access to education and employment in Estonia", a new report produced by the Open Society Institute, reveals that Estonian legislation, policy and practice offer no chances to people with intellectual disabilities to access employment. Practically all people with intellectual disabilities are unemployed and reliant on very meagre social benefits, which do not offer them the opportunity of leading an independent life. The monitoring report was produced by the Open Society Institute (EUMAP and Mental Health Initiative) in cooperation with the Open Estonia Foundation and the Estonian Mentally Disabled People Support Organization (EVPIT). It is part of a series of fourteen country reports on the rights of people with intellectual disabilities in Europe. The reports monitor the degree to which existing international standards and national legislation are heeded and applied. Each report contains a list of concrete recommendations for improving policies, and ensuring the implementation of these policies in practice. She contributed to the country report ''Human Rights of Persons with Intellectual Disability'' in 2001-2002. In May 2003 Agne was a project manager for the international congress ''Human Rights of Intellectually Disabled People''.. Partner NGOOpen Estonia Foundation and the Estonian Mentally Disabled People Support Organization (EVPIT) The Open Estonia Foundation is a charitable foundation, with the goal of creating conditions that are conductive to the development of an open society. The gamut of its activities has ranged from kindergartens and the schools reform to contemporary art, help for the aged and legal reform. The Open Estonia Foundation initiates programs and projects itself as well as in co-operation with other organisations. OEF also conducts open grant and scholarship competitions. The EVPIT (or Vaimukad) was founded in 1990 as an association of mentally disabled support organisations. For mentally disabled people and their families it is a source of independent information and services, and a channel through which the problems of disabled people can be communicated to the authorities. It represents Estonian organisations dealing with mentally disabled people in international and national organisations, such as Inclusion International, Inclusion Europe, the Estonian Board of Disabled People and the Network of Estonian Non-profit Organisations.
