Majorities’ attitudes towards minorities in Western and Eastern European Societies

This is the fourth part of the four-part report on the attitudes towards migrants and minorities in Europe, which presents research findings from the 2003 European Social Survey on majorities’ attitudes towards minorities in the EU-15 plus Czech Republic, Hungary, Poland and Slovenia.

This is the second part of the four-part report on the attitudes towards migrants and minorities in Europe, which presents research findings from the 2003 Eurobarometer on majorities’ attitudes towards minorities in 15 EU Member States (prior to 1 May 2004), and compares these findings with results from the 1997 and 2000 Eurobarometer Surveys.

The present Thematic Comment examines the protection of minorities in the EU Member States. On the basis of that examination, it identifies the initiatives the institutions of the Union might take, in exercising the competences conferred on them by the Member States, in order to improve that protection, where this appears necessary to ensure that the mutual trust on which the area of freedom, security and justice is premised is maintained.

Racism and Xenophobia in the EU Member States: Annual Report 2003/2004, Part II

In the Annual Report published on 2 December 2004, the EUMC, concludes that the education system in EU states is still failing migrant and minority pupils and racism against the Roma community continues. The Report also notes that initiatives are taking place to identify and address problems, but a lot more needs to be done. The Report highlights that migrant and minority ethnic groups are over-represented in educational establishments with lower academic demands, have higher drop out rates, lower school completion rates, sometimes even facing segregation into 'special needs schools'.

The EUMC commissioned the material for this report from its National Focal Points in each of the 15 EU Member States. The report constitutes a unique collection of evidence on various forms of discrimination and disadvantage experienced by migrants and minorities in the education sector. As well as documenting inequality, discrimination and process of exclusion, the report also compiles examples of good practices in the field of education. The report finishes with selected recommendations for the EU and its Member States.

The 15 RAXEN National Focal Points presented in this report findings regarding discrimination of migrants and minorities in the labour market and diversity management strategies to combat those tendencies. Mapping minorities and their Media: The National Context - The UK

The data indicates that there is an extreme richness in the availability of minority media in the UK and this richness has expanded rapidly since digital technologies, satellite and the Internet became available. But research also shows that diasporas use minority media next to the mainstream media. Sharing mainstream media allows them to construct the sense of belonging in the community of the nation-state and even to a global community of audiences. At the same time, minority media allow them to construct and reconstruct a sense of diasporic particularity. They suggest alternative scenaria of multiethnicity, represent minorities in different ways than the mainstream media and give the opportunity to minorities to actively construct their own representations.

Chirac announces steps to improve ethnic diversity in media

President Jacques Chirac on Tuesday announced legal steps to ensure a better representation of ethnic minorities in the French media, following talks with the country's top television executives. Chirac said the legal statutes of the official French media watchdog, the CSA, or Higher Audiovisual Council, would be changed to give it the powers to root out discrimination in the media.

The first regular report in 2006 by the OSCE Representative on Freedom of the Media, Miklós Haraszti, deals with current media freedom issues in the OSCE region, including an analysis of the recent cartoon controversy. "The debate should not pit freedom of speech against more respect and more care. Enhanced awareness of Muslim culture, and better responsiveness to global imperatives in the editorial work, should come as an addendum to free speech, not as a restriction on it," the report points out.

WPFC statement on editorial cartoons depicting the Prophet Mohammed calls for mutual tolerance

WPFC stresses that tolerance must be mutual. The outbreak of violent demonstrations against the reproduction in Western Europe of a series of editorial cartoons depicting the Prophet Mohammed, first published by the largest circulation Danish daily newspaper Jyllands Posten in September 2005, seem to reflect a profound misunderstanding of the relationship between the state and the press in established democracies. Democratic governments may neither censor nor dictate content to independent news media outlets.

IFJ speaks out against alleged EU-authored code of conduct for journalists

The International Federation of Journalists has criticised reports that the EU may be preparing a code of conduct for media in the wake of the worldwide row over cartoons published in European newspapers that offended many Muslims. "Reports that the European Union is getting into the business of trying to prepare an ethical code for journalists are plain wrong," said Aidan White, IFJ General Secretary. "We have already made it clear to Brussels officials that this will be unacceptable to everyone in media and they have agreed to encourage a professional dialogue but not to start drawing up codes or guidelines. That is the responsibility of media professionals alone."

It also illustrated how the Roma policies of successive governments since 1989 have failed to effectively tackle the problems. What is needed is a paradigm shift, in which the Roma issue is treated as a broad social policy and welfare problem.

He has fought for official recognition of the Sinti and Roma suffering under the Nazi government; thirteen of his family members were murdered in death camps.
