Great Expectations - Can Civil Society Tackle Corruption in Central and Eastern Europe?
Sorin Dan Sandor
"Civil society can contribute much to cure corruption, but not on its own. The lessons from the last decade of reforms in former Communist countries show that the best results can be obtained when the state is fully involved (and in this case foreign pressure is the most important factor) and working in the same direction as the entire society. Political accountability, institutional reforms, better public sector management and a sound private sector should accompany civil society involvement."

Civil society - a hope against corruption in Central and Eastern Europe
Silvia Bálintová
"Corruption has become a matter of considerable public concern and debate in Central and Eastern Europe. Promising achievements to date of democratic institutions are threatened if corruption cannot be brought under control. Civil society, as a third sector in a new governance structure, is a potent force capable of creating necessary pressure on governments to combat corruption."

Behind Corruption: From NGOs to the Civil Society
Meelis Kitsing
"Civil society is often seen as a cure for corruption in the post-Communist world. The problem lies in putting an equation mark between "NGOs" and "civil society," overlooking deficient institutional framework where corruption thrives and civil society constrained."

Corruption and Civil Society in Romania: Striving for an Answer, or at Least a Clear Picture
Andrei Tiut
"There is a widespread belief that the increasing number of non-governmental organisations (NGOs) helps diminish corruption. In this article, I question the assumption that civil society organisations by virtue of their existence, numbers, and social activities, can be sufficient to diminish corruption and its causes."
