Access to Education for Roma and other Minority Students: Three Case Studies of Village and Small Town Schools in Bulgaria
EUMAP monitoring is aimed at sparking advocacy activities. That's why last year's monitoring reports on Equal Access to Quality Education for Roma are being used in a number of national follow-up projects. In a report covering one such EUMAP-funded initiative, Boyan Zahariev and Kamelia Dimitrova of the Open Society Institute - Sofia describe three case studies that were conducted of village and small town schools in Bulgaria. The case studies aim to outline how recent, far-reaching policy changes in the financing of education in Bulgaria affect different types of schools. The reform, intended to increase spending efficiency, decentralize the financial management of the schools and increase school autonomy, is likely to put significant pressure on small village schools, which lack the number of pupils needed to secure adequate funds under the new system. Closure of local schools may depress school attendance especially among students from the Roma community, which is grappling with high drop-out rates. The case studies map the risks and issues involved in three communities: the village of Kosharna, the town of Dryanovo and the village of Rosa. They illustrate how the reforms have disparate effects in each: school closure in a rural area (Kosharna), an urban school receiving new students from a closed-down school (Rosa) and school network consolidation within a single settlement (Dryanovo). Kosharna"The case of the school in Kosharna illustrates that the school funding reform has been done hastily without much care for the social consequences. At this stage negative impact on the Roma students in rural areas is practically unavoidable, the question is how it can be contained. [T]he very significant risk of dropout for the current cohorts of Roma students in the basic and lower secondary school needs to be addressed." Dryanovo"The school consolidation network in Dryanovo is a pioneering approach to end school segregation along ethnic lines and to ensure the economic sustainability of a municipal school network under the new system for financing secondary education. Although the consolidation process is still in a primary phase [..], the difficulties encountered in this process and the prediction of challenges ahead allow for the drafting of a list of recommendations." Rosa"The primary school in [..] Rosa [..] enrolls students from other villages, where schools have been closed. Such schools as that in Rosa face several challenges on which their potential to survive will depend [..]. The Roma [..] are among the students who are most exposed to the risk of drop out and other negative effects of the restructuring of both the economy and education. |
