Severe discrimination of Roma children in Slovakia – a call for action to the EU and the Slovak governmentOn 15 November 2007, EUMAP launched a preliminary release of the report Equal Access to Quality Education for Roma in Slovakia during a press conference with Amnesty International in Brussels. The complete and final version is available online now. The report is part of a series of monitoring reports covering the nine countries participating in the Decade of Roma Inclusion 2005-2015. Amnesty International launched its own report, Still Separate, still Unequal: Violations of the Right to Education for Romani Children in Slovakia, which was simultaneously presented in Bratislava as well. Speakers included Jezerca Tigani (AI Regional Campaign Coordinator for Europe and Central Asia), Andre Wilkens (Director OSI-Brussels), and Stano Daniel (OSI research coordinator, based in Eastern Slovakia).* In a joint statement, Amnesty International and the Open Society Institute are calling on the EU to put pressure on the Slovak government to end the systematic violation of the right of Roma children to education. The two NGOs denounce the de facto open segregation that very young children are faced with in Slovakia, only because of their ethnic origin and low socio-economic background. This discrimination involves placing children in segregated schools for Roma-only, or even in institutions for children with mental disabilities. The findings of the two reports reveal that these are frequent practices tolerated by the Slovak authorities, who have so far been unable to put an end to the discrimination that undermines the potential of an entire generation and violates Slovakia’s obligations as an EU Member State. In a separate joint open letter, the Open Society Institute, Amnesty International, the European Roma Rights Centre, the Roma Education Fund and the Milan Simecka Foundation address the Slovak government on the occasion of Slovakia taking up the Chairmanship of the Committee of Ministers at the Council of Europe. They ask the Slovak government to engage proactively and systematically in action to redress patterns of racial discrimination and other human rights violations against the Romani minority. In particular, they call on the Slovak government to address the problem of the systematic erroneous placement of Romani children in schools for children with mental disabilities as well as other forms of segregated education of Romani children.
