International Launch of the OSI Report "Television across Europe"

The European Policy Centre (EPC) and the Open Society Institute (OSI) are pleased to invite you to the launch of the OSI report on Television across Europe: regulation, policy and independence, which will take place on Tuesday 11 October 2005 from 10h30 to 13h00 (Registration and welcome coffee from 10h00) at the Résidence Palace (Polak Room), 155 Rue de la Loi, 1040 Brussels.

Television - a basic component and gauge of democracy - is undergoing rapid changes throughout Europe. Public service broadcasters face unprecedented challenges across the continent, while private-sector television companies are facing questions about their programming and ownership patterns.

EUMAP, the EU Monitoring and Advocacy Program of the OSI, has monitored the situation in 20 European countries (EU Member States, candidate and potential candidate countries) and assessed, in particular, media policy and the regulations in each country designed to secure the political and economic independence of television. The final report, including a regional overview and 20 country reports, contains concrete recommendations to governments, international organisations and regulatory bodies aimed at ensuring that television can play its democratic role.

At the conference, Penelope Farrar, Director, EU Monitoring and Advocacy Program (EUMAP-OSI) and Gordana Janković, Director Network Media Program (NMP-OSI), will make some opening remarks. The editors of the OSI report, Marius Dragomir, Dušan Reljić and Mark Thompson, will then outline its findings, and a representative of the UK government (invited) will give a response.

This will be followed by a panel discussion between Dr. Tobias Schmid, Media Policy Director, RTL, Bertelsmann Group; Dr. Werner Rumphorst, Director, Legal Department, European Broadcasting Union; and Aidan White, General Secretary, European Federation of Journalists; the report's editors and the representative of the UK government.

John Palmer, the EPC's Political Director, will chair the meeting. The conference will be followed by a buffet lunch.
