FRANCE - Television across Europe: Regulation, policy and independenceAlthough formally a balanced dual system, French broadcasting is, in reality, dominated by a single private company: TF1. Public service television is experiencing a profound identity crisis. The diversity of the French population is not well represented on French screens, but France lacks the legal instruments to implement affirmative action. Finally, public participation in broadcasting regulation is extremely low, and broadcasting legislation overly complex. These are the main findings of the France country report included in the monitoring series Television across Europe: regulation, policy and independence. The country report was produced by the Open Society Institute (EUMAP and Media Program) in cooperation with the Center for Political Research at Sciences-Po (CEVIPOF), and released in Paris on 24 November 2005. The monitoring series Television across Europe includes a total of twenty country reports. Each report makes concrete recommendations addressed at bringing the television sector into line with international standards, and with citizens’ needs.
