ESTONIA - Television across Europe: Regulation, policy and independenceAlthough Estonia has made huge progress, progress is still needed to fulfil all international broadcasting standards. Regulatory reforms have stalled, financing of the public broadcaster (ETV) remains unpredictable and insufficient, and ETV’s policy towards the Russian-speaking population remains unclear. The sector also lacks a clear policy regarding media concentration, clear procedures for processing citizen complaints against broadcasters or mechanisms to guarantee editorial independence at private broadcasters. These are the main findings of the Estonian country report included in the monitoring series Television across Europe: regulation, policy and independence. The country report was produced by the Open Society Institute (EUMAP and Media Program) in cooperation with Meediaseire and the Association of Estonian Broadcasters, and released in Tallinn on 14 December 2005. The monitoring series Television across Europe includes a total of twenty country reports. Each report makes concrete recommendations addressed at bringing the television sector into line with international standards, and with citizens’ needs. He worked as a reporter and editor at the Estonian Radio in 1988-1995. He was the chairman of the Estonian Press Council in 1996-2001, and since 1996, he has been the managing director of the Association of Estonian Broadcasters. He is also lecturer of radio at the University of Tartu, and editor, publisher and co-writer of publications on news writing in radio, coping with media, and related topics.
