Access to education and employment for people with intellectual disabilities

"Rights of people with intellectual disabilities: access to education and employment in Poland", a new report produced by the Open Society Institute, reveals that for people with intellectual disabilities in Poland, access to inclusive education and to any kind of employment remains highly limited.

The monitoring report was produced by the Open Society Institute (EUMAP and Mental Health Initiative) in cooperation with the Polish Association for Persons with Mental Handicap, and was presented at a launch in Warsaw on 8 November 2005. Discussions at the launch were moderated by prof. dr hab. Anna Firkowska-Mankiewicz, Krystyna Mrugalska, and the reporter, Ewa Wapiennik.

The report is part of a series of fourteen country reports on the rights of people with intellectual disabilities in Europe. The reports monitor the degree to which existing international standards and national legislation are heeded and applied. Each report contains a list of concrete recommendations for improving policies, and ensuring the implementation of these policies in practice.

Eva Wappienik is a currently preparing her doctoral dissertation on the subject of employment of people with intellectual disabilities, at the Maria Grzegorzewska Academy of Special Education. She has worked as a teacher of children with intellectual and multiple disabilities, and contributed to the monitoring access to justice in 2001 with the Helsinki Foundation in Warsaw.

Polish Association for Persons with Mental Handicap

The Polish Association for Persons with Mental Handicap (PSOUU) works for the benefit of persons with a mental handicap, their parents and legal guardians. Its regional branches propose local activities, establish new facilities, maintain contacts with MPs and co-operate with the media to influence social attitudes. The PSOUU introduced Professional Activity Centres as a form of employment that is accessible to persons with severe handicaps. Its Executive Board co-operates with the central authorities, and participates in the development of expert studies on solving the problems of handicapped persons. The PSOUU also promotes new traditions like the Dignity Day of Persons with Mental Handicap. It organises legal workshops for law students and persons with a handicap, workshops for persons working in the media, national conferences and other trainings.
