HUNGARY - Rights of People with Intellectual Disabilities: Access to Education and Employment
In Hungary, access to inclusive education and to any kind of employment for people with intellectual disabilities remains very limited. The education of children with intellectual disabilities remains highly segregated, with the Hungarian education system segregating children with intellectual disabilities not only from children without disabilities, but also according to the level of their disabilities. The employment of people with disabilities is formally promoted through a quota system, state subsidies and tax incentives, yet over 90% of people with intellectual disabilities remain without any kind of employment. These are some of the main findings of the Hungarian country report included in the monitoring series Rights of People with Intellectual Disabilities - Access to Education and Employment. The country report was produced by the Open Society Institute (EUMAP and Mental Health Initiative) in cooperation with the Salva Fita Foundation Hungary. The monitoring series includes a total of fourteen country reports. The reports monitor the degree to which existing international standards and national legislation are heeded and applied. Each report contains a list of concrete recommendations for improving policies, and ensuring the implementation of these policies in practice. Emese has completed research on human rights in Serbia and Montenegro, and served as a volunteer with Amnesty International. She received her Master’s degree in political science from Central European University in Budapest.
