Access to education and employment for people with intellectual disabilities

"Rights of people with intellectual disabilities: Access to education and employment in Croatia", a new report produced by the Open Society Institute, reveals that Croatian legislation addressing the needs of people with intellectual disabilities is not in line with international standards. Only children with mild intellectual disabilities are given the right to be educated in mainstream schools, and even their inclusion is very limited. "Too much depends upon teachers’ individual personality and attitudes. Parents should not have to take their chances on finding a teacher who will work with their child” said Ljiljana Pintarić Mlinar, author of the OSI report.

The monitoring report was produced by the Open Society Institute (EUMAP and Mental Health Initiative) in cooperation with the Association for Promoting Inclusion. It is part of a series of fourteen country reports on the rights of people with intellectual disabilities in Europe. The reports monitor the degree to which existing international standards and national legislation are heeded and applied. Each report contains a list of concrete recommendations for improving policies, and ensuring the implementation of these policies in practice.

Ljiljana Pintarić Mlinar is currently working as an education specialist and teacher with the Faculty of Special Education at the University of Zagreb. She has worked extensively with people with intellectual disabilities, and is presently participating in a project focused on improving employment opportunities for people with special needs. Ljiljana holds a Master’s degree in special education and rehabilitation sciences.
