Bosnia-Herzegovina: Public RTV Systems in Divided Communities

This followup project to the 2005 TV across Europe monitoring was proposed by the Sarajevo-based Mediacentar, which is planning to run a detailed comparative economic analysis of the public broadcasters in four different countries, including Bosnia-Herzegovina. The aim of this effort is to develop a viable economic model for the operation of public broadcasters in regions where there are divided and/or multicultural communities.

Three countries (in addition to Bosnia-Herzegovina) that are in different stages of the transformation into true public service broadcasters will be selected. They will include one country in Western Europe, one Eastern European democracy with a relatively well-developed public broadcaster, and one country in the western Balkans whose public broadcaster is currently in the process of transformation. Topics covered in this research will include all aspects of public broadcaster income, including collection mechanisms for fees, means for obtaining and retaining advertising income, mechanisms for negotiating with Parliaments or governments for maximal budget shares, and so on.

Mediacentar is a well-equipped media organisation, which has been in existence since 1995. Its Centre for Media Policy, in particular, has engaged in a wide range of media projects over much of that period, focusing on the development and implementation of media policy in the country and more widely in Southeast Europe.
