OSI contribution to the Council of Europe Group of Specialists on Public Service Broadcasting in the Information Society (MC-S-PSB)In March 2006, the Open Society Institute EUMAP and Media programmes submitted a position paper to the Group of Specialists on Public Service Broadcasting in the Information Society (MM-S-PSB), ahead of its third meeting. This Group of Specialists was established by the Council of Europe in 2005 to monitor the implementation by member states of Recommendation No. R (96) 10 on the guarantee of the independence of public service broadcasting. The Group also examines how the public service remit should be developed and adapted by member states to suit the new digital environment, and examines strategies to encourage public service broadcasters to promote wider democratic participation. The Open Society Institute (OSI) contribution is mainly based on the findings and recommendations included in the series of OSI monitoring reports, Television across Europe: regulation, policy and independence, which covers 20 European countries. The contribution is divided in three parts:
